Rehabilitation of Canadian Pacific’s (CP) Railway Infrastructure on the Westmount Subdivision

 

 

 

Project Objectives

The Westmount subdivision crosses the Ville-Marie borough, the City of Westmount, the Notre-Dame-de-Grâce borough and the City of Montreal West.

  • Improve the safety, efficiency and reliability of service for customers
  • Respect commuter train schedules
  • Enable the eventual expansion of commuter train service in this subdivision

 

Project Description

The project consists in:

  • Modernization of the signaling system
  • Extending the third track south all the way to the Montréal-Ouest station
  • Widening the Vendôme station platform to service the third track
  • Building an impact wall at the Grand Boulevard pedestrian overpass

Work Performed in 2013

  • Replacement of the railway signalling system with a latest-generation system
  • Construction of concrete bases for the six signal gantries
  • Installation of signal support gantries and other signalling elements
  • Erection of an impact wall south of the future third track at the Grand Boulevard pedestrian overpass (with the addition of the third track to the south, a protective wall must be erected to comply with current railway regulations)

 

Work to Perform in 2014

  • Construction of concrete bases for the six signal gantries
  • Installation of signal support gantries and other signalling elements
  • Installation of crossovers between tracks
  • Erection of an impact wall south of the future third track at the Grand Boulevard pedestrian overpass (with the addition of the third track to the south, a protective wall must be erected to comply with current railway regulations) (2013-2014)
  • Extension of the third track south along 4.8 km to the Montréal-Ouest station
    • Earthwork – Vendôme section
    • Track laying work (fall 2014 to summer 2015)

Construction Schedule

Work is being carried out from Monday to Friday, from 7 a.m. to 5 p.m. Work connected to the construction of an impact wall (in the NDG/CDN sector), which began in mid-October 2013 and which were completed in May 2014, was also carried out from Monday to Friday from 7 a.m. to 5 p.m.

 

Mitigation Measures

In order to minimize the impact of work on citizens living near the railway track, mitigation measures will be implemented from the outset of the work. The following actions will be deployed:

  • CP and the contractor will alert their staff on the right behaviours to adopt at night (reducing volume of radio telecommunications, keeping voices down, etc.).
  • Lighting will be limited to work zones.
  • Noise levels and vibration will be monitored.
  • An acoustic barrier will be installed near the noisiest machines.

 

Project Background

Commuter trains from the Vaudreuil-Hudson, Saint-Jérôme and Candiac lines all run on CP’s railway infrastructures on the Westmount subdivision before converging at Lucien-L’Allier station. The Westmount subdivision is a 7.4 km section of track that stretches from the Montréal-Ouest station to Lucien-L’Allier station. It accommodates several train movements and over 30,000 customers who travel through this corridor daily.

 

The configuration of railroad tracks and the state of railway signals have now outlived their usefulness. A single delayed or broken down train causes delays that cascade to all other departures across the three lines. The study carried out on this subdivision revealed that any additional service on this section of track would make the situation even more critical or possibly even unmanageable. Investments are therefore needed to improve the reliability of service currently offered to customers before the frequency of trains can be increased on this subdivision.

 

Inspections performed by CP and the AMT revealed that work is needed to ensure service reliability, maintain train speeds and consequently respect train schedules between the Lucien-L’Allier and Montréal-Ouest stations. This work will reduce ad hoc interventions by forestalling breakages that cause service disruptions.
